Returns the current Right bounds value. If the right bounds is MAX, 0 (zero) is returned. RC will always be 0 |

Special Notes: |

Note that a return value of 0 here means that there is no maximum (the right boundary has no arbitrary limit), rather than implying that the right boundary were "column 0". |
